For the Ground Beef Filling
- 1 lb ground beef (85% lean)
- 1 small onion, diced
- 2 cloves garlic, minced
- 1 cup frozen mixed vegetables (peas, carrots, corn)

- 3 tbsp butter
- ½ cup milk
- ½ tsp salt
- ¼ tsp black pepper
- Prepare the mashed potatoes: Boil the peeled and diced potatoes in salted water until fork-tender, about 15 minutes. Drain well and mash the potatoes with butter, milk, salt, and black pepper until smooth and creamy. Set aside.
- Cook the ground beef: In a skillet over medium heat, cook the ground beef until browned, about 5 to 7 minutes. Drain excess fat if necessary.
- Cook aromatics and combine: Add the diced onion and minced garlic to the beef and cook until softened, about 3 to 4 minutes. Stir in tomato paste, Worcestershire sauce, beef broth, and frozen mixed vegetables. Let the mixture simmer for 5 minutes to combine flavors and cook the vegetables.
